Well, alcohol makes you dehydrated. Dehydration can cause cramps (and other issues). So I'd say yes.

I have never noticed but I know caffeine is supposed to make your cramps worse. So I try to inkhbhave one cup of coffee in the mornings when it's that time of the month.
