Not so hard penis!

Well I'm in a new relationship and we are absolutely crazy for each other! Everything about the guy is amazing but I need some input ladies. His penis doesn't get hard all the way. Sounds weird but it's hard but still soft all at once. Anyone else encounter this or have any knowledge?
