Water breaking? How to tell?

Mommas who have had babies, I know it can sometime be difficult to tell if your water broke or if youve just peed yourself. I was thinking, if you have strong kegal muscles and no issues peeing yourself prior, if you were flexing your kegals but fluid still came out, that would be a pretty safe indication that it's amniotic fluid right? Or would your kegal muscles stop the amniotic fluid also? Just curious.
