Soooooooooo annoyed!

I lived in a building with only 4 units.. I have a nice beautiful 2 bedroom apt that includes everything with i am paying 1000 every month for.. When i say it includes everything i mean electric water and gas . I been here for 6 months, the only problem is my landlord is so inresponsible. 2 months ago they cut the electricity off because he wasent paying it, NOW they cut the water off 2 weeks ago because he owes over 8 thousand dollars.. And nobody in this building has water now for 2 weeks, i been buying bottles of water to drink and gallons to bathe.. Is ridiculous idk what else to do. We cant really use the toilet that much because again NO WATER . I didnt know how much we needed water and how water is so important! I had called him to see what is happening why he havent paid for it and he says he dont have the money because they are asking him to make a 3 thousand dollar payment... Clearly i have no money right now to move out i have a 9 month old and expecting im a single parent.. I work but i also have to pay day care.. Car insurance .. Food.. Diapers..formula..ect.. I am overwhelmed! 😢
