Love no matter what.

Is it true love? I've knew this guy for about 3 year's, date for about a year. We never had sex because he was in jail the whole time. He got out and we tried to friends for about a year and half. Still no sex the whole time. He got in trouble again and I tried to help him out again. Just as friends. I'm started to fall for him again. I want to wait for him and be with him. Is that love or is he just using me again and I can't see it? He didn't ask me to be there for him this time around but I want to be. Should I wait until his out and see what happens or should I keep being be his side?
