Performing sweep without permissiom

Is it normal for a doctor to perform a membrane sweep without permissiom or warning?

I've seen a lot of women on here finding out they have had a sweep done and they were never told what was going on until after the fact. I'm starting to believe it is the norm, especially after I had my 37 week check today.

My 35 week cervical exam she determined me to be at a 1cm, it was pain free and very quick. I literally think it took about 10 seconds.

My 37 week exam she determined me to be at a one and she was very, very heavily pushing and nearly digging into me for about 15-20 seconds. She had already said she believed I was still at a one, so why would she continue pushing and moving her hand around in all sorts of motion? It was pretty painful, to say the least, I was gripping the sides of the table and wincing during the process after saying my dilation.

One person said they get more painful as baby drops lower, but this felt much more than a check.
