It depends on the decisions. For things like hair cuts, clothes, room decor, and other like decisions, they should be able to as soon as they show interest in making them but they need to be appropriate. It also depends on the kid, some can handle the responsibility and some can't. I personally have been making my decisions since I can remember. But others may need guidance on what's appropriate

When it comes to stuff like dressing yourself, deciding your own haircut, etc. I've been doing that since I was about 11.

When it comes to stuff like dying your hair, being alone with friends, etc. I've been doing that since I was 14.

When it comes to leaving the house and going places with your friends that are out of town, colleges, classes, etc. I've been doing that since I was 15.

I'm 17 now. I think that independence is different for everyone, but it's good to come in stages. You don't want to throw a bunch of responsibility on a child who isn't ready for it.

I think 13 is a decent age to make minor decisions; like to get a hair cut, what clothes to wear (appropriately tho), how they want their rooms, and so fourth.
