guys and theories

So I recently had to tell the guy I like that I liked him... For the second time. One of my friends is one of those happy go lucky kinda people and has a theory that if you tell someone you like them it tricks their brain into making them like you because they can't stop thinking about it. I was just wondering if anyone else heard this? Or is there any way to tell if he might like me back?
