every hour waking up!!

My baby is 7.5 months and Wakes up every one or two hours... I don't know what to do! On top of it, she won't sleep in her crib, she won't even let me set her down in her crib. Last week I tried not feeding her when she wakes up because she was waking every half hour and that seemed to help temporarily. She did a couple nights of 4 hour stretches but not in her crib. Last two nights was every hour or two and I couldn't even set her down in her crib... what do I do?? Why don't she stay asleep?? And I'm not ready to let her cry... maybe when she's older we will use that, but I feel she's too young for that.
