Help! How do I make friends with neighbors??

My husband and I just moved to a new town, I have no friends or children or job, it's pretty much a dream come true..

But, I am terrified of being confronted by neighbors, I'm very anti social. Luckily the only person I've seen had a super happy friendly dog so that broke the ice.. I'm honestly afraid to go outside, but I really want a friend. Even if not in my neighborhood, how do people make friends? It doesn't help that we're pretty young and most people our age are at clubs or bars. I'm not into those things.
