My husband told me he lost his phone When he was out .. very far away ... and  he will do a new number ... he said to me he cant speak with me today because he is busy and now he called me twice with that Number ..! What does that mean i dont understand?

He could have kept that number. Most phone places let you keep your number no matter what phone it is. I have had the same number and had to switch phones because I lost my other one and I keep the same number everytime. Verizon, net 10, sprint, google voice, AT&T all give you the option to keep your previous phone number or get a new number.
