Should people on welfare who keep having children on purpose for benefits be cut off of benefits for children at a certain point?

I know a woman with 6 kids from 5 dads, who has never worked a day in her life. She keeps having kids to get benefits, and even jokes about it. It's a total abuse of the system. I feel that if you have a certain number of kids on welfare it should be made perfectly clear that they will only pay for a certain number of kids (say 1 or 2) that you have on welfare. Not only would it decrease the amount of money we shovel out to freeloaders who abuse welfare, but it would incentivize women on welfare to not have more kids to raise in poverty. Second question (answer in comments) should there be a time limit on welfare for people who are unemployed to get a job before the amount of money they receive is cut or eliminated?
