Relationship advice

I'm in a relationship but I don't feel like I am. I don't know if he's too busy or just not interested. We've been on and off for 5 years. He swears he doesn't like talking on the phone but I don't get how you can say you love someone and not want to hear their voice hear them laugh etc .. And when we text it never goes past 3 or 4 messages ... I've tried to talk about it but got no where. Should I just let it go?
