Should i be taking prenatal vitamins , before i even become pregnant ? Will it hurt my chances if i don't?  And will it make my chances higher of concieving if i do?

Idt it will increase chances but it is way better to start taking them before hand.

No harm in taking them before you start. It'll especially help build up your folic acid stores. I have also read that taking a DHA supplement before TTC could potentially help you conceive.
