best makeup foundation out there?

Okay so I'm almost out of liquid foundation and looking for something better. I usually use Walmart brands but I want to branch out into higher quality makeup. I am super fair skinned, I don't have oily or dry skin, just a little shiny so I like to use matte foundation and then attempt (I'm not very good at it yet lol) to go in with a highlighter and make it "shiny" in the right spots. My budget is probably about $35. What do you recommend? I have a Sephora in my city, along with Ulta so anything at those stores is fine.
