feeling stuck

We talk about moving in together & getting married. but we're both only working casual jobs. We've both been looking for full-time work for the last 6-12 months but nothing has come up. We live in a small-ish town but can't afford to move somewhere with more potential job opportunities. It's just really frustrating me & he's really calm about it and keeps telling me it'll happen when it happens. Has anyone else gone through this and how did you eventually come out the other side?
