hcg levels after a miscarriage

I had a d&c on October 18th. When I went to get my blood drawn to find out my hcg level's they were dropping and they got down to 12 and then 3 days after that test I got my period on November 19th. I just went to get my blood drawn again today because I was getting very faint frer pregnancy tests, and my levels came back as 4. I haven't talked to my doctor about this yet, but why would my levels come back as 4 this long after the d&c I had? And how did I get my period if my levels are still 4?
