It's for their tail, right?!  😂

It's for a car seat buckle. You'd put swaddle down first, then buckle in baby then velcro the swaddle part. But this was before they found it unsafe and not recommended.

It's is used when u wanna put them in like a bouncer or swing u pull the harness through the hole buckle then swaddle
