Please, please, PLEASE don't say if he doesn't you won't either that just puts a pressure for him to do it because 1. He probably wants you to give him head 2. I bet he knows you kind of like doing it anyway. He doesn't  want to deprive both of you... Just tell him you would like him to do it more often but respect what his choice is and if you feel it's necessary you could not give him head as often to make him feel some sort of consequence.
