Doctor felt hair on baby?

I'm 39 weeks pregnant. While the doctor checked to see if I was dilated, she said she felt the baby's hair. How can they feel hair if the baby is in the sac still? If your doctor has felt the baby's head, did he/she mention feeling hair?

You can feel hair through the sac as usually the sac is right into the baby's head :)
