1st birthday HELP

My daughter is turning one on the 19th. We moved here a year and a half ago while I was pregnant and I haven't made many friends. My mother in law is flying in from our home state to celebrate with us. Should I have a dinner party? Or a full blown party just for us? Also she really like dogs so I wanted to do a dog theme if I do have a party. How could I make this theme feminine?
