Dogs in Walmart?

Today during my weekly Walmart grocery trip, I was surprised to see a boxer bulldog with an older lady in the grocery area. The dog did not appear to be a service dog. The older lady and an older gentleman kept it on a leash and I seen several people walk up and pet it and speak to the couple.

My kids were completely fascinated by a dog being in Walmart so it made the trip more fun for them.

I ended up in line at the checkout behind them and after they had collected their things and were gone, the checkout lady was conversing with me and said that even though there is a sign on the door that says "no dogs" a Walmart associate is not allowed to ask someone NOT to bring their dog inside the store.
