Hi! I use to get really bad razor burn and in growns as well so what I started doing was waxing that area and it helped with the bumps. But if waxing is too painful for you there's this really good product called "tend skin" and it helps great for razor bumps and in grown hairs.

It looks like normal razor burn/ bumps to me too. Don't worry about it. I'd try using conditioner or more shaving cream and just being more careful and afterwards patting the area down with some sensitive skin lotion but make sure you leave the area nice and dry.
