hair growth problems

So I've had this problem for a long time and I'm honestly SICK OF IT. These weird short parts of my hair NEVER grow and it looks weird when I'm wearing my hair up and the bottom picture is right above my forehead so there's no hiding that. Anyways does anyone have any suggestions or products I could use to help my hair grow?!
