Age for stuff?

So I'm 13 going on 14 in February. I want to get my nose pierced or I want to get a small minimalistic tattoo. Which one would I actually be able to do at 14?

UPDATE:

So my parents agreed on getting my nose pierced if my report card has a high B average. Is that too high of a standard or should I just be happy with what I'm getting?
