Would you call CPS on someone whose house is disgustingly filthy with a house full of children?

I was in classs earlier and these woman in my class were talking about how she knew someone whose house is disgusting and it smelled really bad and it appears to her that they never ever clean up and she said that she feels like those children need to be in a better cleaner household
