15-16, I think any time before that is going to interfere with young skin that is going through a lot of hormonal changes from puberty, and will cause a lot more acne and scarring for the future. 11-14 should be focused on having a good skincare routine, and practicing good skincare habits before spending time with makeup. 
(If it's for something special like a wedding, it's fine to wear a little little bit at 13-14)

I think middle school age (13-14) is an okay time to start wearing minimal makeup if they want to, like lipgloss, eyeliner, etc. I second the comment about establishing a good skincare routine. Girls that age don't need to be caking on the foundation every day. By mid high school (16+), I'd say it's your face, do what you want. Girls that age are capable of getting a job and buying their own makeup anyway.

I think that a 7 year old wearing lip gloss is fine. It's all about moderation really. Maybe at 7 show them how to put on lip gloss, at 10 you can use blush or mild eye shadow. Then at 12 show them things like mascara and BB cream, then at 13/14 start to show them how to use a lasting makeup routine, with foundation, brows, mascara, and more. It's all about showing them little by little, so they don't turn 18 and go crazy with makeup, and don't know how to do it well.

When I was 11 I really started. I wore face powder, eyeshadow, mascara and lipgloss. When I was 12 I got my first liquid foundation. 
When I have a daughter I don't mind her wearing makeup as long as she doesn't look grown at 12.
