water test on condom?

I see people talking about 'water testing a condom to see if it is broken or not' ? Can somebody explain this please, how do I check if the condom is broken ?

Fill the condom with water and if it leaks than there is holes

I'm pretty sure it's where you fill the condom with water to see if there are holes

But I feel like it would be too late because I'd assume you do that after you use the condom otherwise you wouldn't be able to use it if you did the water test before so I don't know
