Baby cannot soothe himself
My son is 8.5 weeks old. He will not continuously take a paci, it is hit or miss ( mainly a miss). My first took one all the time, that's how he soothed himself. With my newest, nothing soothes him, unless he's attached to my boob (which I cannot do all day long), he is already eating every 2 hours. He will just scream even though every need has been met.
