Child on drugs?!

I used to be homeless, now my husband and me have a place and car and jobs we are doing great but I returned to visit an old place I used to like to hang out at when I was homeless and saw some old friends yesterday- one girl I knew since I was 11 was there and she had a baby girl she is so pretty, she's only 7 months old so still tiny, well this girl that I knew looked over at me while holding her and you know what she told me?? "I get her high all the time" and I thought WHAT THE HELL! Isn't that child abuse? I wanna tell someone but I don't know what to do.. that's awful! Me and my man have been ttc for the longest time with no success but people like THIS get babies?? 😡 it's sickening.
