Ovulated 2/3 Clomid Rounds?!

Question

So I am on 50mg of Clomid. I ovulated on my first two rounds, however my third round I got a positive OPK but apparently according to a progesterone test I did not ovulate. 
Has anyone ever gotten positive OPKs but not actually ovulate? Why would 50mg work for two months then just stop?

We had been TTC for 7 months and every month i had strong LH surges and normal periods.. but my fertility specialist worded it like this "you can still get a positive LH surge but not ovulate effectively" i started getting progesterone blood draws to see if i ovulated and my Progesterone was SO low, 4.3 (10+ means successful ovulation)  so i was getting all these positive opks the whole time while not even ovulating...  im on clomid 150mg this month and had my progesterone lavels checked the other day and it was 20.3 🙌🏻 so i finally ovulated after 8 months
