Spanking is needed for some kids. All kids learn different. There's kids that would learn better from time outs and others that would need spanking to learn. I think spanking with anything but your hand is wrong. Also "spanking" your child anywhere but on its butt is slapping not spanking. And this is one thing where I will be rude on and not feel bad: if you slap your kid in the face you are awful.

I think spanking is last resort and only for children under certain ages. (2-5 in my opinion) younger than that, they won't understand and older than that, the force needed would be too hard to make a difference. 
I think every child is different and some need different parenting techniques than others. I will do what I think is right for each of my children based on their needs, not what someone else tells me is the "right" way to parent. 
There are many other things you can do before spanking becomes necessary. And by spanking I mean on the butt or the hand, one quick spank, not multiple. 
Spanking for me should be more to scare the child to not do the wrong thing than to actually inflict pain.

I believe in spanking if absolutely necessary! I think it should be saved for when children put themselves in harms way intentionally. If your child knows not to run into the street and then defiantly runs into the street, they should get a spanking. Or climbing things they shouldn't climb, start off with a warning, and if they do it again they gamer a spank. I don't believe in spanking for every reason. And a spank should always be followed by a conversation. "Why did mommy or daddy have to spank you? What are you going to do differently next time? I love you and I don't want you to get seriously hurt and have to go to the hospital."

I usually only give small slaps in the hands. If they put themselves in danger or write on the walls or the sofas then they do get ONE spank and a time out.

Never. It has been proven to leave long-lasting negative effects on children and it doesn't work as a consistent discipline method. There are other ways to go about it instead of putting your hands on young children, who you're supposed to be showing that you love them.

Do I believe in it? Yes, Negative reinforcement is scientifically proven to work very effectively.
Will I enforce/encourage it? No, not unless it was an EXTREME situation. E.g: opening fire door, walking into the road or touching hot plates.

I don't believe in spanking. It just teaches kids that it's okay to use force in situations. I think it's best to use your words and actions that don't involve physical force.
