Selling guns to mentally ill?

Is there anyone who can help explain this to me? I'm a conservative who actually generally supports everything that has been happening in the White House ( I know I'm in the minority here). But this move honestly confuses me. Both of these laws seem like important ones to have. I'm honestly interested if there is someone out there who does support this move.
