sexually frustrated

Okay so here we go. I'll try & keep the story short, I've been seeing this guy for a few months now and we are not official. I really like him and he says he likes me a lot too. We almost had sex one day but he said he had performance anxiety so we didn't go through with it but he did finger me because he said that he still wanted to please me. Anyway, lately he's been talking a lot about wanting to make it up to me and he keeps talking about when we are going to actually have sex. He also said that all he asks from me is head not too often but a few times a year. I don't know how to feel. I think he may be sexually frustrated
