My sister is 16 years old and she's talking about suicide and cutting. . I just don't know what to do or say..  It's so heartbreaking :(

You ok? That's a very difficult thing. You should speak with a teacher, counselor, or even someone at an urgent care or family clinic  can help. She needs to get some help. I wouldnt leave her alone, and let her talk it out. Telling you and not doing it yet is a good sign she wants help. Unfortunately if your parents feel that way they need help as well.
