Why have these started growing on my chin?!

These recently started growing from the age of 19/20. I'm black haired, the hairs are only visible up close or under light, I have hairy arms (have done from about 8) but my periods have became irregular and having difficulty getting pregnant :/ my doctor won't run any tests because apparently I'm too young and it's more than likely genetic.
