Child neglect?

Is it neglect? 
I know a family who has two (now teens) who haven't seen a dentist in 6-8 years! The now 18 yr old daughter (still living at the home) has impacted wisdom teeth, cavities, and frequent infections. She has troubles drinking cold things from the pain. The other child is 17 and is starting to get cavities too.
The parents have had several bancrupcys and claim they have no dental insurance. Yet, haven't looked for resources or asked for assistance. Is it neglect? The last time the oldest child saw a dentist was when she was 10-12 yrs old and the youngest child was 8-10...

Seeing as the oldest is now 18 there really is nothing that can be done, it's up to her to go to a dentist. I don't necessarily think it's neglect to not send children to the dentist (my mom and dad never went because their parents couldn't afford it) however, once a problem like cavities and infections occur then it is neglectful not to at least try to find a way to afford a visit. But dentists are expensive especially if you don't have dental insurance.

I wouldn't consider that abuse. A lot of families living in poverty aren't able to afford to go to the dentist.

There might be free dental clinics that they can go to! Google "free dental clinics" and put the cities around you at the end. If not, some colleges with dental programs accept walk ins and do cleanings and other basic procedures for very cheap. Even community colleges do it!
