what does this mean?

so my boyfriend and i haven't had sex in a month because he doesn't want us to have a pregnancy scare. we use condoms and he pulls out right before he's about to release everytime, his solution is that we don't have sex until we're both in a good spot to be ready for a kid if i accidentally get pregnant. he's just been super paranoid about it lately and he asks everytime if i'm sure i'm not pregnant even after we took tests and even when i told him i had gotten my period. i really don't know what that means, i feel like its an excuse for him to not be with me in that way idk, am i crazy?
