If a post or comment gets enough downvotes it gets covered up by a message that says "hidden due to low rating". It does not alert the person who made the post that it was downvoted

If a comment gets enough of them, it becomes hidden. It then says something to the effect of "this comment was hidden due todown votes". Or something to that effect. But you can still view it if you want to.

I to have wondered this. I don't think it does anything.

It will hide posts with too many downvotes. You can tell someone downvoted a comment if a comment with less upvotes than yours is higher up on the thread. That's if you sort them by upvotes and not time. That's all it seems to do. Mostly pointless.
