can people change?

Possible trigger warning....? Actually very much so. Someone posted about a registered sex offender In their area last night and now I can't find it...well I saw that crap on the news and realized it's not far from me. People are FLIPPING out.....he committed his crime back in 92'...he did rape two girls a 9yro and a 10yro and cut ones legs open with a sword...hes been back to prison 3 times for breaking rules and has been out less than 4yrs now...he's now living in a small nearby neighborhood in the middle of three schools and across the street from a park that kids are at all day. People are saying he has recently started changing his habits by getting a dog and sitting at the park letting kids pet him, by not driving to the store and now walks THROUGH the schools during all hours with kids present, ruined his bike around the neighborhood and stuff.....which is scary but at the same time....he did his time....he needs to be able to live his life and I kinda keep waiting for a mob to get together because of how upset people are......I also looked at Oregon laws and since he didn't commit his crime here he doesn't have to register...and since it was over 10yrs ago they don't care how close he lives to the schools....and apparently the towns police are aware and said there's nothing they can do...
