Apartment is flooding.

My apartment flooded Thursday after my washer drain pipe back fired and I called emergency maintained where they told me it wasn't an emergency because I have tile and I'm downstairs. They called a plumber but he called every single day to reschedule. A family moved in upstairs last week and last night they got a washer and dryer and when their washer drains it floods my house. I called emergency maintenance and they told me that it wasn't an emergency and to tell them to not run their washer tonight. I tried. They wouldn't answer their door and kept it running all night ( until about 4am) a plumber finally comes today and tells me there's a tree pipe in the line and it needs to be Jack hammered . He can't do this until Tuesday. He left a note for the people upstairs I don't know how well it'll work the (they're loud have party every night and throw their trash and smokes down on my patio ) I honestly don't know what to do. I don't feel safe living here . When the plumber was here he had to pull out my dish washer (shares the wall with the laundry room) and there was bare wires in the water under there! My apartment could've been on fire at any time because of this. I don't feel safe here and I don't feel safe having a baby here. Honestly were only living here while we save up and house hunt. But I don't know if I can do another 10 months of this. Maybe I should go strip for a month or two for my down payment to break my lease! (Just a joke- kinda) but any ADVICE would be greatly appreciated
