I blame her parents. They taught her to hide it, not control it. When they died, it's all she knew.

It's a metaphor. She's supposed to be gay. "Born this way or cursed". It was a mixture of her parents wanting to protect her, the troll's insistence that her sister forget, and society's fear of her.

I think the problem lies with her parents dying while she was young, so she never had guidance on how to control it. They taught her to "conceal it"... No one taught her to manage it! 
So I think no one is to blame, more just bad circumstances.
