Baby's umbilical cord

My baby boys umbilical cord still hasn't fell off yet. He's 12 days old. When he was in the nicu, they had a catheter going through it to give him fluids. I'm thinking maybe that's why it's taking a while. But I just changed his diaper & noticed a little blood. Is that normal? Do I need to take him to the er or doctor?
