I had my first appointment this past Thursday. My doctor told me some bleeding was okay, but at what point should it be concerning? This is a panty liner I had on for 6 hours

That is not normal, call your Dr asap, spotting should not fill a liner.

So there is a baby and a heartbeat. However, my levels have dropped from 23,000 to 22,000 since Thursday, but the doctor said it could just be because they are from different labs. She suggest that I go back in a few days for more bloodwork.

I would recommend going to get checked out. That is quite a decent amount of blood, and it's bright red, meaning it's fresh blood, not old blood. Not trying to scare you. Just thinking it's better to be overcautious.

That looks like it extends beyond spotting.  I'd call the doctor like right now . Really call immediately!
