Clomid/Positive Ovulation Test/Progesterone

I am on 100mg of Clomid. The Clearblue ovulation test this month showed peak and high results. We were thrilled! I went for my 21 day progesterone blood draw and the results showed I did not ovulate. In fact, my progesterone dropped back down to 0.1 which is what it was when I first started Clomid 4 months ago. The next dose of Clomid will be 150mg. Has anyone ever had this happen? Why was the test positive if my levels were so low?
