I would have him take some benadryl and see if it clears up if not I would go to the Doctor looks like an allergic reaction there not always itchy

Looks like a reaction.
Did he take any medication, go hiking, were outdoors, allergic to anything?
If it doesn't itch or is painful, I wouldn't be worried. If it is still there by 24 hours, I'd get it checked out.
