How does one who's become an extreme introvert make new friends in a new state/town?

If you have a hobby like crafting or you like reading books, you can go online and see if there are any meet up boards or local book clubs. Also, sometimes there are forums for local interests where you could meet people online before thinking about braving it face to face.

Get involved with a community. A few easy ones are church, volunteering, and hobbies. Find people who have similar interests to you and go from there.

If there is an animal shelter near they are often looking for volunteers to help with the animals, take them for walks and such. You will meet other people, and make friends.

Technically you don't really become an introvert...you already were one just like you already are a gender, etc. The going theory is that your born with a personality somewhere on the spectrum and it stays consistent. What can change is how introversion effects your activities.
For me, the internet has been a huge help. I can find locals with similar interests and talk to them a bit online first, feel things out before I meet them for coffee or the such.
