If they were responsible enough for my standards, good with children, & can make simple meals, then I don't see why not. 
My brother in law babysits my daughters occasionally and he's 17.

Obviously maturity plays a big role here but I've regularly had 14 and up girls from my church sit for us, especially if they're an older sibling from a big family. We tend to choose older, more experienced sitters  (17 or older) if we'll be gone for more then 3 ish hours. only ever had family watch kids over night.

I started babysitting my younger siblings at 11. It all depends on their maturity level.

My mom doesn't trust my younger brother (now 17) to babysit the little ones at all. Not because he's a bad kid, just because he doesn't really know how to do it and would get distracted with video games.
