"Another post inspired me to post this. 
The Genie created the Cave of Wonders at the behest of his former master as a place to safeguard his riches. 
I believe his former master was a thief. 
I believe the first wish of his former master was for the flying carpet. So I believe the master was a non-violent thief, and I believe he used Carpet, his first wish, to accumulate his wealth. I believe this because the Cave didn't consider carpet to be part of that wealth, as the cave didn't consider Aladdin and Abu interacting with him as a violation of the rule that he could touch nothing but the lamp. Also, Genie appears to know Carpet already. 
I believe the second wish was for the Cave of Wonders itself. The Cave of Wonders was designed to protect the previous master's wealth from looters. A large sentient Tiger-God to intimidate and destroy anyone who tried to take back what he stole. The Cave of Wonders was ordered to kill anyone but him who touched his accumulated wealth. The Lamp didn't belong to him anymore after his third wish and wasn't part of this wealth, and Carpet wasn't part of this wealth, either, having been created by wish one and not accumulated through theivery. I believe the third wish was locking the cave with the Golden Scarab. As the thief reached the end of his life he locked the cave down with his final wish, sealing the Lamp inside and creating the Golden Scarab in case he, or his decendants, needed to find it again. Thieves and Pirates in the Disney universe always leave a map to their loot after they die. "
