lo opening closing hands

I've noticed lately that my baby is opening and closing hands slowly and doing almost like a motorcycle thing with hands - the best way I can describe it is it looks like nervous system development. it's mainly when he's sitting in a swing, car seat/stroller and mostly when he's in his highchair. It's been going on about a month - worries me- everything else is normal - is this a part of development ?
